Requesting the Joint Committee on Government and Finance to conduct
an interim study of law-enforcement training, higher
educational courses and facilities.

Whereas, The Legislature is aware of the importance of the
training of law-enforcement officers in West Virginia; and

Whereas, The proper educating and training of all
law-enforcement officers is vital to the protection of not only the
officers, but also the citizens they serve; and

Whereas, Advanced higher educational courses exist that could
greatly enhance the ability of West Virginia's law-enforcement
officers to serve and protect our citizens; and

Whereas, A thorough study by the Joint Committee on Government
and Finance of law-enforcement training, higher educational
courses, training facilities and higher educational preparation of
potential officers should be conducted in order to better serve our
law-enforcement officers; and

Whereas, The President of the Senate and the Speaker of the
House of Delegates are requested to appoint five members from each
house of the Legislature to examine all aspects of the training
received by our law-enforcement officers, in order for our officers
to receive the most proficient educational, ideological and
technological training possible; and

Whereas, It is hereby requested that representatives from West
Virginia's various law-enforcement agencies and other entities,
should be involved in assisting the study by making
recommendations, and expressing problems and potential problems
that have or may exist with law-enforcement education, educational
courses, training and training facilities. These representatives
should include, but not be limited to, the State Police, the
Sheriff's Association, the Deputy Sheriff's Association, the
Fraternal Order of Police, Correction Officers, Conservation
Officers, Higher Education, Adult Education, Chief of Police Association, Department of Natural Resources, Municipal Civil
Service, Association of Counties, Municipal League, West Virginia
Fire Marshall or designee, Governor's Commission on Criminal
Justice and Law-Enforcement; and

Whereas, The study shall also include a thorough examination of
higher educational courses, facilities and study courses used for
the training of law-enforcement officers; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is hereby
requested to conduct a study during the interim of 2001 on the
training and training facilities received by law-enforcement
officers in West Virginia; and, be it

Further Resolved, That the Joint Committee on Government and
Finances is to report to the Legislature, Regular Session 2002, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it

Further Resolved, That the expenses necessary to conduct the
study of law-enforcement training, educational courses and training
facilities be paid from legislative appropriations to the Joint
Committee on Government and Finance.
